義大犀牛領隊謝秉育15日在職棒發展座談會中指出，要讓第5隊及第6隊加入，就必須要有大破大立的作法，因此他認為初期可以讓新球團多用一些洋將以及優先選秀等優惠，如此才能拉近新球隊與原有4球團的差距，甚至也有爭總冠軍的實力。
謝秉育指出，現今年台灣的環境以6支職棒隊較合理，而第5隊與第6隊加入之後，要以實力與票房為首要考量，否則新球隊與原球隊實力差距大，不僅新球隊經營上會受到挫折，也會讓比賽精采度降低，影響到票房。
謝秉育大膽建議，他說這需要有完整的配套措施，例如一開始可以讓新球隊用10名洋將，同時有6名洋將上場，然後逐年減少，而且2016年選秀就由2支新球團來選，舊有4球團不要選，如此，可讓這2支新球團在明年下半季參加二軍比賽，後年、也就是2017年正式加入一軍比賽。
謝秉育認為既然給了新球團這麼多的優惠，讓他們可以很快地與原有4隊在實力上相抗?，因此加盟權利金，可參考日韓的水準，或是當年中信兄弟購買兄弟象的價碼。
至於電視轉播問題，目前是緯來、FOX負責，謝秉育說政府和NCC等相關單位要提早出面協調轉播問題，以免國內沒有良好轉播單位，緯來、FOX沒有餘力調整頻道出來，希望年底前就能把問題談好。
